- Public Safety Transportation Program Manager

POSITION OBJECTIVE
The Public Safety Transportation Manager is responsible for the management of the university's Safe Ride and Responsive Transportation services. These programs provide point to point transportation service for members of the university community within the designated service boundary between the hours of 6 am - 3 am throughout the year. The manager sets and implements goals for the program and has discretion to evaluate program performance and provides daily oversight of the program, including vehicle maintenance, supervision of full time, student, and contract security drivers and troubleshooting of system problems affecting response times and service issues.
ESSENTIAL FUNCTIONS
Supervise and manage all assigned staff and all new hires to Public Safety Transportation programs. Ensure university and contract staff are trained on all relevant university, divisional and building specific rules, regulations, policies and procedures. Verify that all assigned staff are properly equipped and prepared to respond to emergencies and service calls within their assigned area, including alarms and fire systems. Ensure staffing goals are met, proper vetting procedures for new hires are followed and follow up on customer compliments or complaints regarding drivers and driver performance. (65%)
Provide overall leadership and direction for the university's Safe Ride and Responsive Transportation programs. Determine and set goals for the program and exercise discretion to achieve those stated goals, attend meetings, track wait times, monitor user feedback and any issues with the ride request software app. Ensure the service functions as intended and troubleshoots problems. Provide feedback to divisional leadership on alterations to service boundaries, driver staffing, and other efficiencies as needed. (10%)
Manage the Public Safety transportation vehicle fleet to ensure the number of in-service vehicles stays at acceptable levels. Manage maintenance schedule, unexpected maintenance occurrences as needed. Make program specific recommendations on Safe Ride, Responsive Transportation and all other fleet management and transportation related issues. (25%).
NONESSENTIAL FUNCTIONS
Perform other university duties as assigned.
CONTACTS
Department: Daily communication with Assistant Director of Transportation and Fleet Management, assigned Case Western Reserve University and contract security staff, and members of the Division of Public Safety in the course of shift duties.
University: Daily contact with faculty/staff and students during regular duties.
External: Frequent contact with contract security administrators and staff in the course of shift duties.
Students: As needed contact with university students in the course of shift duties and calls for service.
SUPERVISORY RESPONSIBILITY
Directly supervise public safety drivers (up to 15 full-time employees) and all student and contract security personnel.
QUALIFICATIONS
Experience: Minimum of 3 years of security or transportation related experience required. Must pass a thorough background investigation, including criminal history. Education/Licensing: High school education required. A two-year degree in a related field is preferred. Must possess and maintain a valid Ohio operator's license with no significant violations. Must be able to successfully receive Criminal Justice Information Services (CJIS) certificate and maintain throughout tenure of employment.
REQUIRED SKILLS
Ability to supervise and schedule Case Western Reserve University and contract security staff. Ability to handle disciplinary issues in a firm and fair manner consistent with university Human Resources policies.
Have an understanding of the security function within an educational institution.
Possess the ability to interact in a sensitive, courteous and understanding manner with members of a diverse academic community.
Good verbal and written communication skills
Must be familiar with and able to operate fire and security equipment located at building sites.
Ability to serve in a position of trust with access to university facilities and responsibility for university keys and access cards.
Must be able to understand the expectations for and daily operations of the safe ride transport system, anticipate and identify problems and work with internal and external partners to keep the service running as expected.
Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest.
Ability to meet consistent attendance.
Ability to interact with colleagues, supervisors, and customers face to face.
WORKING CONDITIONS
The employee may be required to spend extended periods of time sitting, standing or walking and be able to bend, stoop, reach and run. The employee may be exposed to weather conditions including heat, cold, wind, rain, snow and ice and may be involved in physical confrontation and exposure to dangerous situations. The employee may be required to work extended hours based on situational and staffing needs. This position may be considered essential in the event of university closures or emergencies.
